Scope of work

The Job Creation and Food Security Sector under the Labor, Enterprise and Industry Development Bureau of Addis Ababa City Administration is currently being recruiting an Apprenticeship Specialist for Lemi Kura Sub City. The Apprenticeship Specialist will support the development and implementation of a wide range of managerial, operational and technical elements and manage the day to day activities of the rollout in Lemi Kura Sub City.

Specific roles and responsibilities

The Apprenticeship Specialist will be responsible for planning and implementation of managerial, technical and communication plans and procedures of the Youth Employment Rollout Program stationed at the Lemi Kura Sub City Labor, Enterprise and Industry Development Office. Among others; she/he shall carry out the following duties and responsibilities:

Planning:

  • Familiarize with the standards, procedures, and guidelines prepared at the national level to guide the promotion, registration, selection, matching, placement, and monitoring of apprentices and firms in the selected Woredas.
  • Familiarize with the operational documents, which are prepared to guide implementing partners and service providers during the implementation of the rollout.
  • Familiarize with the overall objective of the project and ensure the implementation of the rollout in the Sub-city.
  • Prepare a detailed plan on how to lead and coordinate the rollout implementation activities in the selected woredas.

Implementation:

  • Effectively communicate the roles and responsibilities of the OSSCs on implementing the Youth Employment Rollout Program according to the project’s implementation manual to reduce unnecessary burdens and confusions at the sub city and woreda level.
  • Identify challenges during the implementation process and take corrective actions according to the UPSNJP’s project implementation manual.
  • Ensure all relevant transparency and accountability measures for the registration and selection processes of the target beneficiaries are taken.
  • Work closely with the Apprenticeship Specialist at the city administration (LEIDB), OSS, and responsible JCFSS staff.
  • Where required, pre-test different procedural and operational aspects of the rollout to ensure the appropriate design details will be implemented.
  • Facilitate the monitoring of the apprentice and firms during the apprenticeship program along with the service firm and OSSC staff of the selected woredas in the sub city.
  • Closely monitor that the implementing bodies are executing the promotion of the rollout as per the developed plan.
  • Work closely with OSSCs for the success of the rollout implementation.
  • Report evaluation findings to Addis Ababa City Administration, LEIDB, JCFSS and the World Bank regularly.
  • Conduct peer meetings between apprentices to create a strong network among them to share ideas and information, which is helpful during and after the apprenticeship.
  • Collect, organize, and interpret all information’s regarding the beneficiaries of the project rollout and the firms.

Coordination and Partnership Management:

  • Liaise and coordinate between different government offices, Addis Ababa City Administration, Service Providers, and the Private Sector to ensure the effective implementation of overall plans of the rollout.
  • Create strong coordination and collaboration between the woredas, the sub-city, PCU, and other stockholders to fast track implementation.
  • Create strong coordination with youth led and youth focused organizations and other community organizations for the effective implementation of the rollout.
  • Conduct evaluation meeting every week along with the sub-city and woreda implementers after the apprentice’s visit to update the progress and challenges of the rollout implementation.
  • Liaise and coordinate the overall activity of the rollout between the city, sub-city, and the woredas.
  • Perform other duties as required.

  • Previous experience in similar positions with a strong reputation for developing excellent collaborative working relationships with government bodies.
  • Previous experience with apprenticeships and job creation projects preferred.
  • Solid organizational skills including attention to the details.
  • Basic understanding of Ethiopia’s economic and labor market policies.
  • A proven track record of leadership and management in multicultural settings, including coordination of interdisciplinary teams is required.
  • Excellent oral and written communication skills and a strong set of personal values.
  • Excellent knowledge of English and Amharic. Additional languages have advantages.

  • Familiarize with the overall objective of the project and ensure the implementation of the rollout in the Sub-city.
  • Prepare a detailed plan on how to lead and coordinate the rollout implementation activities in the selected woredas.

Implementation:

  • Effectively communicate the roles and responsibilities of the OSSCs on implementing the Youth Employment Rollout Program according to the project’s implementation manual to reduce unnecessary burdens and confusions at the sub city and woreda level.
  • Identify challenges during the implementation process and take corrective actions according to the UPSNJP’s project implementation manual.
  • Ensure all relevant transparency and accountability measures for the registration and selection processes of the target beneficiaries are taken.
  • Work closely with the Apprenticeship Specialist at the city administration (LEIDB), OSS, and responsible JCFSS staff.
  • Where required, pre-test different procedural and operational aspects of the rollout to ensure the appropriate design details will be implemented.

  • Closely monitor that the implementing bodies are executing the promotion of the rollout as per the developed plan.
